Major Relations

     Penelo is a street orphan, much like Vaan who lost her family at a very young age to war.  She is under the guidance of the bangaa Migelo, who is a friend of her parents and performs numerous errands for him.  She is the childhood friend of Vaan and the two have known each other since they were very little.

Character Developments (Spoilers)

     Much like Vaan, Penelo is a carefree person who tags along with Vaan as they join the struggle to free Dalmasca from the empire.  She also longs for freedom and also wishes to become a sky pirate.  She is not really important to the storyline, otherwise.

Review

     There honestly is not much character development for Penelo besides the fact that she is Vaan's best friend and would be willing to tag along with him, wherever he decides to go.  As Dalmasca is Penelo's home, she wants it to be restored to its former glory and joins the resistance as a result.
