    Reeve was part of ShinRa during Final Fantasy VII.  However, he disagreed with their actions and eventually helped the party in the form of Cait Sith as his controller.  In Dirge of Cerberus, his character plays a pretty important role in aiding Vincent and helping the planet.

     After the fall of the ShinRa company, Reeve founded the World Regenesis Organization and was at the helm of it.  The WRO is devoted to preventing harm from the planet and obtaining intelligence information on some of the mysteries that have been taking place recently.  In Dirge of Cerberus, Reeve frequently assists Vincent in his missions and has to deal with a conflict between the WRO and the Deepground SOLDIERs.
